REPORT TO CIVIL SERVICE COMMISSION

SUBJECT

Title

Action to Modify the Utility Worker (Job Code 895) Class Specification and to Retitle it to Facility Utility Worker (Job Code 895)

Report

BACKGROUND

The Human Resources Department coordinated with the Department of Public Works  to modify the class specification for Utility Worker (Job Code 895).  The request for Commission approval of the modification is based on Personnel & Salary Resolution, Sec. 6(d) which states, “Classification specifications for positions in the Classified Service must first be approved and adopted by the City of Santa Clara Civil Service Commission before they may be approved and adopted by the City Council.”

DISCUSSION

The class specification revisions include retitling the classification from Utility Worker (Job Code 895) to Facility Utility Worker (Job Code 895) in order to better describe the work the position performs.  This position is only budgeted in the Department of Public Works and primary functions include performing semi-skilled maintenance and repair work on City facilities.  Additional revisions include administrative revisions to add and/or update the Class Summary, Distinguishing Characteristics, Desirable Qualifications, and Supervision Received sections.  The Minimum Qualifications section was expanded to include additional experience that would be considered to meet the minimum qualifications and remove the Acceptable Substitution to minimally require a high school diploma or G.E.D. The Typical Duties and Knowledge, Skills, and Abilities sections were updated to accurately reflect the work the position is expected to perform and remove duties not performed by this classification.

The class specification revisions were reviewed with the impacted bargaining group.

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

FISCAL IMPACT

There is no fiscal impact to revising the class specification.

PUBLIC CONTACT
