BACKGROUND
Santa Clara City Charter Section 1003 states that each board and commission shall hold regular meetings as required by the City Code. Santa Clara City Code Section 2.120.030 states that each board or commission shall hold regular meetings at the times and days indicated by a City Council resolution, as may be amended by further resolution.
At the March 22, 2022 City Council meeting, the Council approved Ordinance No. 2043 (Attachment 1), along with changes to the Bicycle and Pedestrian Advisory Committee (BPAC) Policy Guidelines (Attachment 2). These modifications formalized the BPAC to better align with all other City Boards, Commissions, and Committees related to City Charter membership terms and meeting rules. In addition, the Policy Guidelines set the dates and time of the BPAC meetings to five per calendar year with each meeting starting at 4:00 p.m on the fourth Monday in January, March, June, August, and October.
DISCUSSION
The City publishes an annual calendar of meetings for City Council, Boards, Commissions, and Committees. The purpose of this item is to set regular BPAC Meeting dates for 2026.
At the August 25, 2025 BPAC meeting, the BPAC reviewed the meeting schedule for 2026, which includes five meetings to be held at 4:00 p.m. on January 26, 2026, March 23, 2026, June 22, 2026, August 24, 2026, and October 26, 2026. The BPAC is recommending that the City Council approve the five meeting dates and consider increasing the number of annual BPAC meetings from five to six beginning in 2027 with a goal of reducing meeting durations. Staff will continue the discussion with the BPAC regarding the additional meeting and ways to accomplish the goal. Other considerations to take into account regarding additional meetings include current staffing levels, workload, and special events. Any decisions stemming from those discussions will be reflected in the FY 2026-2027 workplan and future 2027 Resolution to Set the Regular Meeting Schedule and Dates.
The attached Resolution (Attachment 3) for City Council approval establishes these dates and time for the five regular BPAC meetings that will take place in 2026.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
FISCAL IMPACT
There are no additional costs to the City other than staff time and expense.

This report has been coordinated with the City Attorney’s Office and the BPAC.
