BACKGROUND

Proposed Ordinance No. 1984 was passed for the purpose of publication on July 10, 2018. Pursuant to City Charter Sections 808 and 812, proposed Ordinance No. 1984 was published on July 18, 2018 and copies were posted in at least three public places.

 

DISCUSSION

The proposed ordinance would amend the City’s Zoning Code to create new parking requirements for self-storage facilities and data centers. The City’s practice has been to apply the parking standards for general warehousing uses to these facilities, but a recently-conducted parking study showed that they generate lower parking demand than general warehousing uses. The ordinance would require 1 parking space per 4,000 square feet (SF) of gross floor area (GFA) for data centers, and 1 parking space per 10,000 SF of GFA for self-storage facilities.

 

ENVIRONMENTAL REVIEW

The potential environmental impacts of the project were addressed in the Environmental Impact Report prepared for the General Plan Update, adopted November 16, 2010.

 

FISCAL IMPACT

The proposed ordinance would create standards for two industrial uses that are not currently enumerated, and would not have a direct fiscal impact on the City. Facilitating more intensive use of industrial lands can have a positive long-term fiscal benefit.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
