REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
SUBJECT
Title
Complete Streets Review for the 2027 Annual Street Maintenance and Rehabilitation Bond Project and Central Santa Clara Bicycle and Pedestrian Improvement Project (Garcia)
Report
BACKGROUND
The Department of Public Works (DPW) is preparing the design for the 2027 Annual Street Maintenance and Rehabilitation Bond Project (Attachment 1) and the Central Santa Clara Bicycle and Pedestrian Improvement Project (Attachment 2).
2027 Annual Street Maintenance and Rehabilitation Bond Project: This project provides maintenance and rehabilitation treatments to maximize pavement life for various streets in the City as part of the Measure I Public Facilities and Infrastructure Bond. The project applies pavement treatments ranging from slurry seal, asphalt overlay, and full depth replacement. Staff coordinates with the BPAC to review if the project streets have the potential for adding bicycle facilities as identified in the Santa Clara Bicycle Plan. It is important to note that if a street requires removal of parking or travel lanes due to limited right-of-way widths, the recommendations in the Bicycle Plan cannot be implemented without extensive public outreach, traffic analyses, and study.
At the June 2026 BPAC meeting, staff presented the list of streets to be included in this project. BPAC voted to approve the proposed bicycle facilities for the streets listed below:
1. Calabazas Boulevard (NB/SB) from Pomeroy Avenue to El Camino Real (Class II)
2. Cronin Drive from Stevens Creek Boulevard to McKinley Drive (Class III)
3. Cronin Drive from McKinley Drive to Mauricia Avenue (Class II)
4. Cronin Drive from Mauricia Avenue to Pruneridge Avenue (Class IIB)
5. Flora Vista Avenue from Benton Street to Granada Avenue (Class III)
6. Flora Vista Avenue from Granada Avenue to El Camino Real (Class II)
7. Kifer Road from Uranium Drive to Oakmead Village Drive (Class II)
8. Kifer Road from Oakmead Village Drive to Bowers Avenue (Class IV)
9. Los Padres Boulevard from El Camino Real to Anna Drive (Class II)
10. Martin Avenue from Lafayette Street to De La Cruz Boulevard (Class IV)
Central Santa Clara Bicycle and Pedestrian Improvement Project: In January 2023, the City received a $9,029,000 One Bay Area Grant (OBAG) award from MTC for the project. The project includes several bicycle and pedestrian improvements near Civic Center that are part of the City’s Bicycle and Pedestrian Master Plans. These improvements are located on Cabrillo Avenue, Lafayette Street, Lincoln Street, Monroe Street, Royal Drive, Scott Boulevard, and Warburton Avenue. The project will allow the community to use alternative modes of travel around Central Santa Clara.
As set forth by the City of Santa Clara Complete Streets Policy, relevant transportation projects shall be coordinated with the BPAC to gather comments and recommendations regarding Complete Streets features that should be incorporated into the project.
DISCUSSION
Both projects are currently at the 65 percent design phase. These projects are considered relevant transportation projects to be coordinated with BPAC, and as such, these plans are attached for BPAC to review and provide feedback.
