Action on an Annual Technical Services Support Order with Oracle America, Inc. for Software License Update and Support of Systems Used by Silicon Valley Power (SVP) [Council Pillar: Deliver and Enhance High Quality Efficient Services and Infrastructure]

BACKGROUND
The City of Santa Clara’s Electric Department, Silicon Valley Power (SVP), uses various enterprise software applications required to support electric services provided to customers in Santa Clara.  Many of these applications are supported by the Oracle Relational Database Management System and include:   
 
•                     Geographic Information Systems (GIS) including ArcGIS and ArcFM (Feeder Map) are used to geographically map and monitor electric network and facilities
•                     Advanced Metering Systems (AMI) is deployed with SVP’s Smart Meter program and is the foundation for storing power usage records of electric customers
•                     Cascade is used to store records associated with asset maintenance and inspection of electric elements
•                     Power Base is used to program, test, and store data for distribution grid relay equipment
•                     nMarket is used to track millions of dollars in power purchased and sold, moved, or generated and to generate accurate reports for financial settlements
•                     SuperOS/Tropos is used to store network traffic data of outdoor Wi-Fi radios on the SVP network for monitoring and trouble shooting
 
DISCUSSION
Database management is foundational to the needs of SVP to manage the high volume and great variety of information.  The Oracle system is a scalable, robust and secure database management solution that is widely used in the utility industry and, therefore, can be used with many software platforms.  By continuing the annual technical services and support, SVP assures that the database management solution is continually evolving and improving to support current products and future requirements ensuring that SVP maintains a reliable distribution grid and practices prudent financial monitoring.
 
The Support Order is an annual agreement.  It can be renewed annually or terminated if the needs of SVP or the City change.
 
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378 (b)(4) in that it is a fiscal activity that does not involve commitment to a specific project which may result in potential significant impact on the environment.
 
FISCAL IMPACT
The cost of this service will not exceed $226,671.  Sufficient funds are available in the Electric Department Utility Operations Division SVP System Support operating budget for FY2019/20.  Funds required for this agreement in future years will be subject to future appropriation of funds.
 
COORDINATION
This report has been coordinated with the Finance Department and City Attorney’s Office.

RECOMMENDATION
Recommendation
Authorize the City Manager to execute an annual Technical Services Support Order with Oracle America, Inc. for Software License Update and Support of systems used by Silicon Valley Power (SVP), and authorize this Agreement to be renewed annually, subject to the appropriation of funds.
