REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
SUBJECT
Title
2025 Annual Work Plan Voting (Liw)
Report
BACKGROUND
Each year, the Bicycle and Pedestrian Advisory Committee (BPAC) prepares an Annual Work Plan to summarize for the public topics that will be discussed at BPAC meetings. The work plan consists of staff topics (i.e. grant funding opportunities, project and program updates, and complete streets review) and requested topics. Staff develops the overall work plan by taking into consideration available staff resources and other priorities for the Department of Public Works (DPW).
The 2025 Annual Work Plan was developed using the following three step process that was approved by the BPAC on August 26, 2024:
Step 1: Prior to the August 26, 2024 BPAC meeting, staff emailed members the Agenda Topic Request form. Members were asked to complete and return this form to request new topics to be considered for the 2025 annual work plan.
Step 2: At the August 26, 2024 BPAC meeting, staff presented 48 topics requested by members. There were 29 new topics requested by members in Step 1, as well as 19 remaining agenda topics from the 2024 annual work plan that had not been discussed. It was recommended by staff that 12 topics from 2022 or earlier be dropped from consideration. However, BPAC voted to include 11 of the 12 older topics for ranking consideration. All together, there were 59 work plan topics. BPAC members discussed these topics as needed.
At the meeting, BPAC also discussed the following additional sub-items for Step 2:
1. Staff to transmit (i.e. email) the list of 59 proposed topics for the 2025 Annual Work Plan to each BPAC member for their review.
2. Each BPAC member votes for each topic using rank choice voting by assigning the highest number to the highest priority topic.
3. Each BPAC member transmits (i.e. emails) their rank choice voting to staff.
4. Staff will calculate the rank choice voting of proposed topics and transmit this information to the BPAC.
5. Staff will then prepare a proposed BPAC Annual Work Plan for calendar year 2025 taking into consideration the rank choice voting information and will present the workplan at the October 2024 BPAC meeting.
Step 3: At the October 28, 2024 BPAC meeting, staff will present the proposed Annual Work Plan for calendar year 2025. The work plan will consist of the BPAC requested topics prioritized based on the rank choice voting from Step 2 as well as staff topics.
DISCUSSION
Staff emailed the proposed topic list to each BPAC member after the August BPAC meeting, received topic rankings from seven members, and emailed the rank choice voting results back to the BPAC on October 3, 2024 (Attachment 1). It should be noted the BPAC currently has one vacancy and staff is working to appoint a ninth member.
The rankings and staff topics were used to create the recommended 2025 Annual Work Plan (Attachment 2). The staff topics consist of current work activities related to bicycle and pedestrian facilities, such as use of Transportation Development Act (TDA) funding, four bicycle planning studies, and the annual paving project.
