DISCUSSION
The proposed Ordinance to Amend Title 18 (Zoning) of the Santa Clara City Code to establish Chapter 18.68 Replacement Housing Unit Regulations Implementing State Law was noticed for consideration at the August 12, 2026 Planning Commission meeting and the September 22, 2026 City Council meeting.
Staff continued the item from the August 12, 2026 Planning Commission meeting to the August 26, 2026 Planning Commission meeting. At the August 26, 2026 meeting, the Planning Commission voted 6-0 to continue the item to the November 18, 2026 Planning Commission meeting.
Because the Planning Commission continued the item to a date after the noticed September 22, 2026 City Council meeting, staff requests that the City Council drop the item from the September 22, 2026 agenda and noticed for a future agenda date. Dropping the item will allow the Planning Commission to complete its consideration of the proposed ordinance at the continued November 18, 2026 meeting before the item is scheduled for City Council consideration. This is a City-initiated project, and there are no private applicants involved.
No Council action on the proposed ordinance is requested at this time. Staff will return to the City Council with a future agenda report, ordinance, environmental determination, and any related materials following Planning Commission consideration and appropriate public noticing.
ENVIRONMENTAL REVIEW
No environmental determination is necessary to drop an item from the agenda. An environmental determination will be included with the future Council agenda report.

A newspaper notice was published in the July 22, 2026 issue of the Santa Clara Weekly describing the proposed adoption of the Ordinance to Amend Title 18 (Zoning) of the Santa Clara City Code to establish Chapter 18.68 Replacement Housing Unit Regulations Implementing State Law. Staff will notice this item for a future agenda date.

Recommendation
Staff recommends that the City Council defer consideration of item on Introduction of Ordinance to Amend Title 18 (Zoning) of the Santa Clara City Code to Establish Chapter 18.68 Replacement Housing Unit Regulations Implementing State Law; the item will be noticed for a future agenda date.
