REPORT TO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE

SUBJECT

Title

North Santa Clara Transit Station Access and Circulation Study (Garcia)

Report

BACKGROUND

In 2025, the City submitted a grant application for the VTA Transit-Oriented Communities (TOC) Program Area A: Planning and Implementation for the North Santa Clara Transit Station Access and Circulation Study.

The City was awarded the VTA TOC grant and the Agreement was executed on September 9, 2026. The total grant amount is $145,000. The grant is contingent on the City providing a 15% funding match. The total project budget is $166,750.

The study area includes the 0.5 mile radius around the following four (4) transit stations:

•                     Old Ironsides VTA light rail station

•                     Great America VTA light rail station

•                     Lick Mill Boulevard VTA light rail station

•                     Great America ACE commuter rail station

The North Santa Clara Transit Station Access and Circulation Study scope includes community outreach, access gap analysis for each station, and a transit station access and circulation plan. The goal of the study is to create a cohesive vision that improves access to these stations via active transportation modes, strengthens connections between destinations, and supports the continued evolution of the Tasman corridor into a vibrant transit-oriented community.

This study will also support the City in meeting Metropolitan Transportation Commission’s (MTC) TOC Policy Standard for transit station access and circulation.

The goal is to complete the study for Council approval by June 2027 to be eligible for future MTC TOC grants.

DISCUSSION

City staff will introduce the Project to the Bicycle and Pedestrian Advisory Committee (BPAC) through a presentation. The presentation will include information on the Project purpose, scope of the study, and an overview of the study area.

BPAC will be invited to share input on their priorities in the project area and will have the opportunity to ask questions about the Project.

Project input from the Community will be gathered through an online community survey, community workshops, pop-up events, and a project phone number where community members can leave messages for the project team. Input from BPAC will be collected at least two (2) times during the Project, including at the following milestones:

•                     Existing Conditions Report and study recommendations review and feedback

•                     BPAC review and approval recommendation of the Draft Public Plan
