BACKGROUND

On July 13, 2024, the homeowners at 791 Monroe Street, Timothy Roberts and William Ray, submitted a request (File No. PLN24-00357) to the Historical and Landmarks Commission (HLC) to fund an informational plaque for the property.

 

DISCUSSION

The 791 Monroe Street residence is on the City’s Historic Resource Inventory, known as the “James K. Davis House”. City Historian and Historical Advisor Lorie Garcia provided the draft language for the plaque that is available as Attachment 1 that describes the historical significance of the resource.

 

Staff requested a price quote from Zimmerman Foundries for an 18-inch by 24-inch bronze plaque. Per the attached price quote, the plaque would cost approximately $1,795 for up to 864 characters. There are 726 characters in the draft language, not including the City seal (Attachment 2). If approved, the cost of this plaque would come out of the HLC budget allocated for this fiscal year.

 

The applicant plans to place the plaque 45 inches from the back of the sidewalk on their property, on the left side of the concrete walkway (Attachment 3).

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
