BACKGROUND
On July 17th, 2018, City Council approved the City’s participation in the Santa Clara/Santa Cruz Counties Airport/Community Roundtable (Roundtable). This roundtable was initiated by the Cities Association of Santa Clara County (CASCC) after receiving a Congressional request from Representatives Eshoo, Khanna, and Panetta for the CASCC to take a leadership role in forming a regional aircraft noise roundtable in July 2017.
The Council adopted Resolution No. 18-8581 (Attachment 1) to join the Roundtable, approved the appropriation of funds for participation in an amount not to exceed $62,000, and authorized the City Manager and/or designee to execute all documents necessary for participation in the Roundtable
DISCUSSION
The CASCC confirmed that 13 jurisdictions have officially joined the Roundtable. The following cities will be participating:

2. City of Cupertino
3. City of Los Altos
4. Town of Los Altos Hills
5. City of Monte Sereno
6. City of Mountain View
7. City of Palo Alto
8. City of Santa Clara
9. City of Santa Cruz
10. City of Saratoga
11. City of Sunnyvale
12. County of Santa Clara
13. County of Santa Cruz
The City received an updated Memorandum of Understanding (MOU) for the Roundtable (Attachment 2) and executed the necessary documents as authorized by City Council. Participation in the Roundtable will allow the City of Santa Clara to contribute to policy solutions that mitigate aircraft noise in affected communities, as well as create partnerships with neighboring cities, counties, airports and the Federal Aviation Administration.
As per the MOU, a representative and alternate must be selected to participate in the Roundtable. This appointment has been included in the 2019 Area Wide/Outside Agency Committee List that Council is scheduled to consider on January 29, 2019. Once appointed, the representative will attend Roundtable meetings and serve as the liaison between the bodies. The Roundtable is expected to begin meeting in February or March 2019.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment
FISCAL IMPACT
The Council approved the appropriation of funds in an amount not-to-exceed $62,000, depending on jurisdictional participation. Membership fees for the Roundtable are calculated using the number of participating jurisdictions and their most recent Census population (Attachment 3). Based on that information, the City of Santa Clara’s contribution is $35,812. Per Council direction, these funds were appropriated from the City Council Contingency Fund included in the FY2018/19 Adopted Annual Operating Budget. Future expenditures will be included in the next bi-annual proposed operating budget.
