BACKGROUND

Sections 4 and 6 of the Personnel and Salary Resolution require City Council approval of new or revised classifications.  The proposed Council action satisfies these applicable requirements.

 

Various Modifications to Existing Classified Classifications

The Water and Sewer Utilities Department coordinated with the Human Resources Department to modify and retitle the Facilities Technician to Utility Inspection Technician (Job Code 469) and Facilities Supervisor to Utility Inspection Supervisor (Job Code 467) in order to better align with the duties required to be performed.

 

These modifications were approved by the Civil Service Commission on December 12, 2022.

 

Adopt Updated Classified Salary Plan

Section 9 of the Personnel and Salary Resolution requires City Council approval of compensation plans for classified positions.  California Code Regulations Section 570.5 governs and requires the adoption of updated publicly available salary schedules by the governing body.  The proposed Council action satisfies these applicable requirements.  The updated salary plan reflects the retitle of the Facilities Technician to Utility Inspection Technician (Job Code 469) and Facilities Supervisor to Utility Inspection Supervisor (Job Code 467) classifications. Additionally, due to an administrative error, the salary ranges for Firefighter I 24 HRS (Job Code 487S) and Firefighter I 80 HRS (Job Code 487Y) have been corrected on the salary plan with a December 25, 2022 effective date.

 

The City of Santa Clara contracts with the California Public Employees’ Retirement System (CalPERS) to provide retirement benefits for employees in classified position. When the City makes modifications to the salary schedules for its classified positions, the City Council must approve and adopt the publicly available salary schedules to comply with California Code of Regulations (CCR) section 570.5.  If the City Council does not approve these resolutions, the City will be non-compliant with CalPERS record keeping and reporting requirements.  The City of Santa Clara is a contracting agency with CalPERS and is required to comply with its requirements.

 

DISCUSSION

 

Revise and Retitle Facilities Technician to Utility Inspection Technician (Job Code 469) and Facilities Supervisor to Utility Inspection Supervisor (Job Code 467) Class Specifications

 

The Water and Sewer Utilities Department coordinated with the Human Resources Department to modify and retitle the Facilities Technician to Utility Inspection Technician (Job Code 469) and Facilities Supervisor to Utility Inspection Supervisor (Job Code 467).

 

The revisions for both classifications include retitling them to align with the series name and to better describe the functions of the job.  Other revisions include administrative changes to update the format of the classification and add the Distinguishing Characteristics section. 

 

The Licenses/Certifications section was updated to clarify the type of experience that would be accepted in order to meet the minimum qualifications in order to expand the candidate pool. Revisions to the following sections were made in order to align with current requirements of the position: Class Summary, Typical Duties, Knowledge, Skills & Abilities, Supervision Received/Exercised sections.

 

Utility Inspection Technician (formerly Facilities Technician), Job Code 469 - with an annual salary range of approximately $88,506.60 - $112,554.24. This classification is responsible for the location of Water and Sewer Utilities’ underground facilities for Underground Service Alert (U.S.A.), locating underground excavation, and inspection of all public water, recycled water and wastewater system construction by contractors for private and public development.

 

Utility Inspection Supervisor (formerly Facilities Inspection Supervisor), Job Code 467 - with an annual salary range of approximately $110,131.32 - $140,686.6352.  This classification is a supervisory classification in the Water and Sewer Utilities Department. The incumbent supervises the work of inspection staff responsible for the location of Water and Sewer Utilities' underground facilities for Underground Service Alert (U.S.A.), locating underground excavation, and inspection of all public water system construction by contractors for private and public development.

 

Adopt Updated Classified Salary Plan

The updated salary plan reflects the retitle of the Facilities Technician to Utility Inspection Technician (Job Code 469) and Facilities Supervisor to Utility Inspection Supervisor (Job Code 467) classifications.

 

Due to an administrative error, the salary ranges for Firefighter I 24 HRS (Job Code 487S) and Firefighter I 80 HRS (Job Code 487Y) have been corrected on the salary plan with a December 25, 2022 effective date.  The corrected salary range for Firefighter I 24 HRS (Job Code 487S) is $99,657.36 - $ 123,998.88 annually and Firefighter I 80 HRS (Job Code 487Y) is $97,943.40 - $ 121,866.24 annually. 

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

There is no fiscal impact to revise class specifications.

This report has been coordinated with the Finance Department and City Attorney’s Office.
