BACKGROUND
On May 16, 2022 the City Council held a special meeting to conduct interviews as part of the annual recruitment process to fill vacancies on various Board and Commissions. At that meeting the Council interviewed four applicants for the Senior Advisory Commission and made two appointments and established an eligibility list should any vacancy occur within the next six months. The Council placed Rick Andrews and Veena Sterling on the list and is to invite them back for a second interview should a vacancy occur.
On June 6, 2022, Senior Advisory Commissioner Helen Narciso emailed her resignation from the Senior Advisory Commission effective June 20, 2022, therefore creating a vacancy on the Senior Advisory Commission.
DISCUSSION
The City Clerk’s office reached out to both Rick Andrews and Veena Sterling and confirmed that there was still an interest to serve on the Senior Advisory Commission, both were invited back for a second interview.
The City Clerk’s office proceeds with the interview process with the following candidates:
1. Rick Andrews
2. Veena Sterling
Each candidate met the requirement of being a resident of the City of Santa Clara.
Attached are 2 applications and voting guidelines (Attachments 1 and 2) for the appointment of Boards and Commissions, which outline the process for conducting interviews and casting votes by the Council for applicants.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environment Quality Act (“CEQA”) pursuant to CEQA Guidelines Section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
There is no additional cost to the City other than administrative staff time and expense.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. Recommendation
