BACKGROUND
On September 24, 2019, the City Council approved the Santa Clara Bicycle Plan Update 2018 (Bicycle Plan). The Bicycle Plan established a long-term vision for improving bicycling as an active transportation option in Santa Clara. In addition to establishing a foundational vision, goals, objectives, and policies to aid in the expansion of the City's existing bicycle network, the Bicycle Plan included a prioritized list of projects based on six evaluation criteria (safety/collision reduction, connectivity, gap closure, comfort, community identified need, and feasibility). The project that ranked number one is the implementation of a Class IV separated bikeway along El Camino Real.

Currently, there are no bicycle facilities on El Camino Real. Further study of this corridor for the implementation of bicycle facilities has been included in the planning process for the El Camino Real Specific Plan (Specific Plan).

Following a two plus-year community engagement process, the City developed a draft Specific Plan to implement the City's General Plan goals and policies for the El Camino Real corridor. As a part of the process, roadway configuration alternatives were developed to improve the El Camino Real right-of-way for pedestrians, bicyclists, and transit riders. The draft Specific Plan included interim and final recommended roadway configuration alternatives. The interim roadway configuration (Attachment 1) removes parking to accommodate a Class IV Separated Bikeway where separation protection can be provided by low-cost traffic delineators (i.e. bollards).
