BACKGROUND
In 2016, the City conducted a competitive Request for Proposals (RFP) for professional services to assist City staff with preparation of a Specific Plan and an associated Environmental Impact Report (EIR) for the Tasman East Focus Area. Through this process, Perkins + Will was selected and awarded an agreement with a completion date of September 30, 2017 (Attachment 2).

The City's initial contract with Perkins + Will has been amended six times to address changes in the project scope and to allow for the continued delivery of services beyond the original agreement timeframe. The specific plan is being amended to allow for additional development capacity beyond what was approved in 2018, which requires an updated traffic analysis. The agreement was most recently amended in August 2025 so that Perkins + Will could assist the City in the completion of the final traffic report and extend the term of the agreement.

DISCUSSION
While a substantive portion of the scope of work for the amendment to Tasman East Specific Plan has been completed, the updated CEQA work is anticipated to take longer than the previously approved contract termination date of June 2026.

Staff is requesting that the City Council grant approval to the City Manager to amend the City's contract with Perkins + Will to revise and extend the agreement's termination date. The additional time will allow staff and Perkins + Will to proceed with the completion of the final traffic report for the Specific Plan amendment. Staff anticipates that some billing and close-out activities will extend beyond the completion of the Specific Plan amendment and thus is proposing the December 31, 2026 deadline.
