Action to Add a Senior Electrical Estimator Position for Silicon Valley Power

BACKGROUND
In August 2017, the City Council approved an Agreement with Asplundh Construction, LLC to provide contract support to Silicon Valley Power (SVP) Electrical Estimating Group with a total not to exceed of $750,000 over a three year term. In May 2018, Asplundh Construction, LLC provided the City with a written notice to terminate the Agreement. With the loss of contract support, SVP remains in need of qualified personnel related to new customer connection requests.
DISCUSSION
The City's approved 2018/19 operating budget currently includes one Principal Electrical Estimator, four Senior Electrical Estimators and an as-needed Electrical Estimator. SVP is requesting an additional Senior Electrical Estimator staff position, bringing the total to five full-time Senior Electrical Estimators, in order to manage the level of development currently taking place within the City.
ENVIRONMENTAL REVIEW
This action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 1537(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
The increased personnel cost for FY 2018/19 will be absorbed within the existing department operating budget appropriations. There is no fiscal impact to the General Fund.

This report has been coordinated with the Finance Department and City Attorney's Office.
