BACKGROUND
The Santa Clara Valley Transportation Authority (VTA), as the County of Santa Clara Congestion Management Agency (CMA), is soliciting project proposals from cities for Fiscal Year 2024/25 Transportation Development Act Article 3 (TDA) grant funding. TDA funds may be used for bicycle or pedestrian related improvement projects and funding is derived from a quarter cent of the general sales tax collected statewide. The Metropolitan Transportation Commission (MTC) delegated authority to the VTA, as the local CMA, to coordinate how funds are spent within the County. An authorizing Resolution (Attachment 1) is required for the City of Santa Clara to apply for TDA funds from the VTA. VTA will submit a consolidated application to the MTC for its final approval. Once MTC approves the allocation of funds, local agencies have three years to complete projects and submit a claim for reimbursement. The TDA grant program guarantees annual funds for each City and allows funds to be saved up to four years.
On May 9, 2023, the City Council adopted a resolution authorizing the filing of an application with the MTC for allocation of TDA Fiscal Year 2023/24 funds to design and install high priority curb ramps in the City. Staff is currently in the design process for this project.
DISCUSSION
The City has approximately $191,822 of guaranteed TDA funds available in Fiscal Year 2024/25. Staff recommends that these funds be used to construct additional curb ramps at priority locations in the City.
