BACKGROUND
The Youth Commission develops an annual work plan through discussions of current trends and civic needs that relate to the youth and teen population. The annual work plan drives the activities of the Commission throughout the term. The Commission established goals over the past few terms including promoting health and wellness, providing public outreach and education, and fostering community inclusiveness.

DISCUSSION
At the March 10,2026 meeting, the Youth Commission updated committee reports for the FY2025/26 Work Plan: Youth Empowerment, Community Building, and Civic Engagement.

Community Building Committee
The Community Building Committee continues preparations for the SC Hacks hackathon event, scheduled for Saturday, March 21. The Committee has confirmed six registered teams and is currently in the process of recruiting judges, confirming volunteer assignments, and soliciting sponsorships.

Civic Engagement Committee
The Civic Engagement Committee is working to host a Narcan demonstration in partnership with the Santa Clara City Library. The Committee also continues its efforts to promote the Welcome Package initiative by developing a flyer targeted at new Santa Clara residents.

Youth Empowerment Committee
The Youth Empowerment Committee continues to discuss logistics for its video project, "What Can You Do with a Library Card?" and has begun editing footage gathered during filming.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
