BACKGROUND
Planning Commissioner Nancy Biagini was elected to the position of Chair at the June 10, 2026 meeting for the Fiscal Year 2026/2027 which commenced on July 1, 2026.

On July 21, 2026 Chair Biagini submitted a formal notice of resignation from the Planning Commission effective immediately. The role of Chair is now vacant and will need to be filled.

The Planning Commission Chair is responsible for the following duties:
* Preside at all official meetings of the City commission
* Consult with the staff liaison on the meeting agenda
* Attend City Council meetings as needed to represent the City commission
* Sign correspondence on behalf of the City commission


DISCUSSION
The Planning Commission will need to vote to elect a new Chair to serve a one-year term. If an incumbent in one of the current officer positions is elected as Chair, voting and election may take place for the remaining positions of Vice-Chair and Secretary. The new officers will assume their positions at the August 26, 2026 Special Planning Commission meeting.

Responsibility of the Vice Chair:
* Substitute for the Chair as needed.

Responsibility of the Secretary:
* Read the invocation, read the agenda items into the record, conduct meeting roll call and be responsible for any updates to the Planning Commission Policies and Procedures. The Secretary will also fill in for the Commission Vice-Chair in their absence.

Fiscal Year 20266/2027 Planning Commission officers are:
* Vice Chair - Eric Crutchlow
* Secretary - Priya Cherukuru

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
