Report
EXECUTIVE SUMMARY
The Applicant, The Core Companies, requests approval of a Rezone from Planned Development (PD) to Medium Density Residential (R3) and a Vesting Tentative Subdivision Map for the development of 44 for-sale townhouse units at 1816 Worthington Circle.
The subject site is part of the previously approved 2019 Agrihood Project, which included 160 mixed-income apartments units, of which 16 units would be affordable to moderate-income residents The proposed project would replace the previously approved 160 apartment units with 44 for-sale townhomes, including six moderate-income affordable units and payment of an in-lieu fee for the remaining fractional (0.6 of a unit) affordable housing obligation.
The Applicant’s request to rezone from a PD to R3 is a discretionary action which requires final City Council approval. As discussed below, the proposed reduction in density and affordability compared to the previously approved project would result in inconsistencies with Housing Element inventory assumptions and with numerous General Plan Land Use Policies, including 5.3.1-P13, 5.3.2-P2, 5.3.2-P6, 5.3.2-P7, as well as Housing Element Policies B-1, B-2, and B-5. As a result, staff recommends denial of the proposed Rezone and Vesting Tentative Subdivision Map.
