BACKGROUND
At the January 9, 2024 City Council meeting, the Council adopted the comprehensive Zoning Code Update. The City Council adopted the accompanying Zoning Map on July 16, 2024, and adopted the first Zoning Code clean-up ordinance on August 20, 2024, which included the advisory that subsequent clean-up ordinances would be on the horizon as the Zoning Code update was a substantial body of work. As an on-going update, staff intends to periodically bring clean-up ordinances to address conformance with state law requirements, clerical inconsistencies within the document or areas needing further clarification based on experience with implementation of the new zoning code. This report and ordinance represent the second minor code clean-up ordinance. This item was presented at the April 16, 2025 Planning Commission meeting, where the Planning Commission recommended approval of the ordinance.

DISCUSSION
City staff is bringing forward its second "clean-up" ordinance for the Zoning Code Update (Attachment 1). The Zoning Code Update included code changes to better align the Zoning Code with existing patterns of development, the intent of the General Plan, and the City's vision for physical development. This second clean-up ordinance includes code changes that are necessary due to new state and federal laws, clarifications to eliminate ambiguities and improve code implementation, and various errata and corrections to the document.
