BACKGROUND
Property owners Lili Jiang and Xi Yang filed a Historical Preservation Agreement (Mills Act Contract) (File No. PLN26-00042) request for the property located at 1261 Jackson Street. Enacted in 1972, the California Mills Act legislation grants participating local governments the authority to enter into contracts with owners of qualified historic properties who actively participate in the restoration and maintenance of their historic properties while receiving property tax relief. Santa Clara participates in the Mills Act Program. A requirement of the Mills Act Contract is that the building must be a qualified structure, listed on either a local, State, or National register. The subject site is not currently listed on the City's Historic Resource Inventory (HRI). Upon the approval of the Mills Act contract the property will be added to the City's Historic Resource Inventory (HRI).

The subject property is an approximately 5,500 square-foot lot located on the east side of Jackson Street. Constructed in 1898, the existing residence on the property is designed in the Queen Anne architectural style. There have been only minor alterations to the home's exterior since it was constructed in 1898. The windows were replaced, and the porch on the left (north) side of the house was altered to add a new set of stairs and a landing. The majority of the visual and character defining materials and features of the historic building have been preserved and retained. Its Queen Anne style reflects Santa Clara's early architectural era.
