BACKGROUND & DISCUSSION
At the April 6, 2021 Council and Authorities Concurrent meeting, proposed Ordinance No. 2030 was introduced for the purpose of publication.
Staff requested this item be continued from the April 20, 2021 Council meeting to the May 25, 2021 Council meeting to fully address the questions posed and discussion that occurred at the April 6, 2021 Council meeting. The questions and discussion included:
* What does the Santa Clara Sister Cities Association Grant cover?
* Why do we list $4,200 for official travel to one sister city for two representatives when we note a recent trip for one cost $4,126.69?
* Can the funds remain in the Mayor and Council office budget rather than with the International Exchange Commission?
* General discussion about the estimated budget also took place.
For agenda management purposes, staff is requesting this item be continued to the August 17, 2021 Council meeting.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
There is no impact to the City other than administrative staff time and expense.

This report has been coordinated with the City Attorney's Office.
