Proclaim Hispanic Heritage Month from September 15 - October 15, 2023

BACKGROUND
In 1968, President Lyndon B. Johnson signed a proclamation to establish Hispanic Heritage Week. The proclamation recognized the fact that five Central American countries - Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua - celebrate their respective Independence Days on September 15. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively.
In 1988, Congress passed legislation to amend the original resolution and establish an entire month in honor of Hispanic heritage, leaders, and culture. President George H.W. Bush issued a presidential proclamation the following year to establish National Hispanic Heritage Month so that we can honor, celebrate, and thank Hispanic Americans for their many contributions to the country and culture of the United States.
For 2023, the theme focuses on prosperity, power, and progress, recognizing the significant strides of Hispanics in the economic, political, and social growth of the U.S. under the theme "Latinos: Driving Prosperity, Power, and Progress in America."
DISCUSSION
On September 12, 2023 the Council will proclaim the period of September 15 through October 15, 2023 as Hispanic Heritage Month in the City of Santa Clara. La Misi?n Colectiva from Mission College will be present to accept the proclamation.
ENVIRONMENTAL REVIEW
This is an information report only and no action is being taken by the City Council and no environmental review under the California Environmental Quality Act ("CEQA") is required.
FISCAL IMPACT
There is no fiscal impact to the City other than staff time.
