Action on Designating a Voting Delegate for League of California Cities 2018 Annual Business Meeting

BACKGROUND
The League of California Cities (League) Annual Conference will be held on September 12-14, 2018, in Long Beach, California. The Annual Business Meeting is scheduled on September 14, 2018, at 12:30 p.m.
An important aspect of the conference is the Annual Business Meeting where the membership takes action on Annual Conference Resolutions that establish League Policy. Annual Conference Resolutions guide cities and the League in efforts to improve the quality, responsiveness, and vitality of local government in California. The City of Santa Clara is a full voting member of the League of California Cities. In order to vote at the Annual Business Meeting, the City Council must designate a voting delegate and up to two alternate voting delegates.
Article V, Section 3 of the Bylaws for the League of California Cities (Attachment 1) provides that each city is entitled to one vote in matters affecting municipal or League policy. Further, the voting delegate and alternate(s) must be registered to attend the conference, or they may register for the Friday Business Meeting only. Standard City practice is for the Mayor and/or a Council Member to serve as the Voting Delegate.
At the July 10, 2018 City Council meeting, the Council approved designating the City Manager as the Voting Delegate for the League of California Cities 2018 Annual Business Meeting in the event that no member of the City Council is able to attend the conference.
DISCUSSION
The League is requesting that the City of Santa Clara designate a voting representative and up to two alternates who will be present at the Annual Business Meeting. One of the two alternates may vote in the event that the designated voting delegate is unable to serve in that capacity.
