BACKGROUND
The 2022 ADA Curb Ramps Project (Project) consists of constructing 25 Americans with Disabilities Act (ADA)-compliant curb ramps at 11 intersections (Attachment 1). The scope of work also includes demolishing existing concrete and slight modifications to adjacent surfaces to accommodate the new curb ramps, modification of traffic striping and pavement markings, and other necessary work to complete the Project.
The installation of ADA curb ramps by the Project continues the City's efforts to enhance accessibility in the public right-of-way for those with disabilities. The locations where curb ramps will be installed by the Project include locations requested by the public where no curb ramps currently exist.
DISCUSSION
On April 27, 2022, a competitive Request for Bids (RFB) was published on the City's bid notification system, BidSync, for construction of the Project. On May 18, 2022, bids for the Project were opened via video conference. The City received five bids from Sposeto Engineering, Inc., Golden Bay Construction, Inc., FBD Vanguard Construction, Inc., JJR Construction, Inc., and ASG Builders ranging from $317,209 to $439,236. The Bid Summary is included as Attachment 2.
The lowest bid was submitted by Sposeto Engineering, Inc. (Sposeto) in the amount of $317,209, which is 14.6 percent above the Engineer's Estimate of $276,800. Sposeto's bid was reviewed by DPW staff and the City Attorney's Office for compliance with the terms and conditions of the bid documents and has been determined to be the lowest responsive and responsible bid. Staff recommends awarding the contract to Sposeto Engineering, Inc.
