BACKGROUND
The Santa Clara City Council submitted a ballot measure to the voters during a Special Municipal Election to be held on June 5, 2018 following its review of the Charter Review Committee's unanimous recommendations on how to update the manner in which local elections are conducted, and approved the City Attorney's proposed ballot language. Measure A was placed on the June ballot following extensive community input through two committees (the Charter Review Committee and the Ad Hoc Advisory Districting Committee) composed of volunteer city residents, who received input from hundreds of residents through the City's 16 public hearings and online platforms.

Pursuant to Elections Code Section 15400, the City Council should now accept the Statement of Votes and Certificate of Election Results and declare the totals to be the final results of the election, as submitted by the County of Santa Clara Registrar of Voters (attached).

DISCUSSION
A Special Municipal Election was held in the City of Santa Clara in consolidation with the General Primary Election on June 5, 2018 and the following Measure was submitted to the voters:

DISTRICT COUNCIL ELECTIONS/VOTING METHOD. Shall the City Charter be amended: to establish two districts starting in 2018 to be represented by three council members each; and when available, use ranked choice voting to allow voters to select candidates in order of choice to determine the winners of elections of all city elected officers?
