BACKGROUND
The Related Santa Clara project contemplates the construction of up to 9,100,000 square feet of retail, food & beverage, entertainment, hospitality, office and residential uses on approximately 240 acres of City-owned land previously used as Santa Clara Golf & Tennis Club and the Tasman Lots at Tasman Drive and Centennial Boulevard.

On June 28, 2016, Council authorized a series of actions (Project Approvals) for the Related Santa Clara project which among other actions included: adoption of an Environmental Impact Report (EIR) and statement of overriding considerations; approval of a Disposition and Development Agreement (DDA); Development Agreement (DA); and approval of a Master Community Plan (MCP).

Due to the limited existing roadway infrastructure in and around the project site, new vehicle, bicycle and pedestrian connections were needed to allow for the commencement of Phase I of Related Santa Clara project while continuing to maintain access to the Great America Train Station, the Youth Soccer Park, the Northside Receiving Station, and the loading docks for Levi's Stadium. The Project Approvals contemplated the construction of this new infrastructure.

Related Santa Clara has been constructing the new improvements through permits issued by the City. These improvements include (Attachment 1):
* One-way exit ramp from east-bound Tasman Drive to Stars & Stripes Drive (at Transit Center), with a two-way bicycle path and pedestrian improvements;
