BACKGROUND
On March 5, 2018, the Council Facilities Naming & Honorary Recognition Committee reviewed a recommendation by the Parks & Recreation Commission that the future community building at Reed & Grant Street Park be named as "Jerry Marsalli Community Center" in honor of Gerald L. "Jerry" Marsalli's life time service and contributions to the City and community. The Committee was supportive of the recommendation and voted 3-0 to refer the item back to the full City Council for final review and approval.

DISCUSSION
Under Council Policy No. 035, the Parks & Recreation Commission makes recommendations to Council for names of facilities relating to the commission's purview. By practice, such recommendations have been reviewed by a three member Council Ad-Hoc Facility Naming and Honorary Recognition Committee. The Committee reviews all naming proposals and makes its recommendation to the full Council for final review and approval. If the Council approves the Parks & Recreation Commission and Ad-Hoc Facility Naming and Honorary Recognition Committee recommendation, the family and community will be notified of the decision, a park sign will be installed with the name, and the City Parkland Inventory updated to reflect the name of the park.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

FISCAL IMPACT
There is no fiscal impact for the current action. The Reed & Grant Sports Park construction budget includes funding for signage.
