DISCUSSION
Commissioner Romano submitted the attached letter for the Historical and Landmark Commission’s (HLC) review and consideration. The letter requests clarification from the City Attorney’s Office (CAO) regarding the treatment of previously identified potential historical resources during the City’s development review and California Environmental Quality Act (CEQA) processes.
The request follows the City Council’s discussion of the Architectural Review appeal of Architectural Review Permit PLN26-00318 for the properties located at 860 and 858 Civic Center Drive and 1526 Alviso Street during the August 25, 2026 City Council hearing.
The HLC may elect to transmit the attached letter to the CAO and request a formal response. If directed by the HLC, staff would coordinate with the CAO regarding the request and facilitate receipt of the formal response on the Commission’s behalf.
