BACKGROUND
The Youth Commission develops an annual work plan through discussions of current trends and civic needs that relate to the youth and teen population. The annual work plan drives the activities of the Commission throughout the term. The Commission established goals over the past few terms including promoting health and wellness, providing public outreach and education, and fostering community inclusiveness.

DISCUSSION
At the December 9, 2025 meeting, the Youth Commission prioritized three themes for the FY2025/26 Work Plan:

The Community Building Committee developed a timeline for the rest of the term and drafted dates for their events and activities. The committee will continue to plan their events at the next meeting.

The Youth Empowerment Committee brainstormed ideas for collaboration with the Library on services for teens. The committee will continue to discuss their ideas at the next meeting.

The Civic Engagement Committee discussed a timeline for the rest of the term and drafted ideas and layout for the welcome packages for new Santa Clara residents. They will continue to working on their project at the next meeting.

At the January 13, 2025 meeting the Commission will hear committee updates and they will discuss specific goals and activities to promote their respective theme.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.
