BACKGROUND
In December 2017, the City Council approved Silicon Valley Power's Strategic Planning Project. The Strategic Planning Project process included discussion with City Council, customers, stakeholders and our community. Staff has prepared a progress update on the Strategic Planning Project key activities including our preliminary findings. During the January 2018 City Council Operational and Strategic Priority Setting Sessions, City Council adopted several outputs and activities on City infrastructure reinvestment, sustainability and review of the City Hall Complex. Staff's presentation will include several electric utility initiatives on these city-wide work efforts.

DISCUSSION
Silicon Valley Power (SVP), the City's municipal electric utility, operates in an evolving business environment. Changing state and federal regulatory requirements, climate change, customer load growth, new technologies and transforming market forces all provide challenges and opportunities that require a clear vision and strategy to maintain a high level of reliable and cost effective service.

At the March 27, 2018 Council study session, City staff will provide an informational briefing on the several SVP Initiatives:

1. Strategic Planning Project Overview
2. Load Growth and System Capacity
* Expansion Plan & Infrastructure Reinvestments
3. Renewable Resource Procurement
* New Mexico Wind Project
4. City Hall Complex Review

ENVIRONMENTAL REVIEW
This is an information report only and no action is being taken by the City Council and no environmental review under the California Environmental Quality Act ("CEQA") is required.

FISCAL IMPACT
There is no cost to the City associated with this report other than administrative time and expense.
