BACKGROUND
Proposed Ordinance No. 1980 was passed for the purpose of publication on May 8, 2018. Pursuant to City Charter Sections 808 and 812, proposed Ordinance No. 1980 and the map of the proposed districts ("Council District Boundary Map") were published on May 16, 2018, and copies were posted in at least three public places.

DISCUSSION
The Ordinance is being adopted by the City Council in anticipation of a City Charter amendment on the June 5, 2018 ballot known as Measure A. Measure A requires the City Council to adopt an ordinance to establish two Council districts within the City, Districts 1 and 2, that will be represented by three Council Members each and to have the Council Members from each District and all other elected officers elected by ranked choice voting when that system becomes available. The Ordinance establishes a "Council District Boundary Map" which will be on file and on public display in the City Clerk's Office, and is attached to the Ordinance. The Ordinance also establishes that the voters in District 1 will vote in the 2018 election and the voters in District 2 will vote in the 2020 election. Although the Ordinance will become effective immediately upon adoption (on May 22, 2018), the provisions of the Ordinance will be suspended if Measure A does not pass in the June 5, 2018 special municipal election.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
