BACKGROUND
The Santa Clara Valley Transportation Authority (VTA) is now soliciting project proposals from cities for Transportation Development Act (TDA) Article 3 grant funding for fiscal year 2018/19. A recommended list of projects to be funded will be submitted to the Metropolitan Transportation Commission (MTC) for their approval. These funds are available through the Countywide Bicycle Expenditure Program (BEP) set-aside. The authorizing resolution is required for the City to receive the TDA funds.

DISCUSSION
Staff proposes to submit an application for the Lafayette/Bassett Bike Lane Project (Project) for funding from the BEP set-aside funds. The Project is listed as a Tier-1 project in the BEP which is necessary to qualify for these funds. The Lafayette/Bassett Bike Lane Project will install a class II bicycle facility along the Lafayette/Bassett corridor from Agnew Road to Central Expressway. This Project is listed in the City's current bicycle plan and was recommended by the Bicycle and Pedestrian Advisory Committee at the March 26, 2018 meeting for staff to apply for TDA grant funds.

ENVIRONMENTAL REVIEW
The action being considered is exempt from the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines sections 15304, "Minor Alterations to Land," subdivision (h), as the activity consists of the creation of bicycle lanes on existing rights-of-way, and 15301, "Existing Facilities," subdivision (c), as the activity consists of the minor alteration to existing highways and streets.

FISCAL IMPACT
