BACKGROUND
In April 2012, the Santa Clara Valley Transportation Authority (VTA) applied for and received $712,888 in Transit Performance Initiative (TPI) Program funds to implement Bus Signal Priority along the Stevens Creek Boulevard/West San Carlos corridor for the Limited 323 Bus line. Bus Signal Priority utilizes wireless communication to advance or extend the green light of a traffic signal to allow a bus to continue through an intersection when the bus is running behind schedule which helps to reduce travel time and ensures on-time arrivals for bus riders. In October 2014, the City of Santa Clara and VTA executed a Funding Agreement for the Limited 323 Bus Signal Priority Upgrades. The Stevens Creek Corridor is VTA’s second highest bus ridership corridor and the project will improve travel times for bus service along this route. The Funding Agreement provides the City with $66,800 to make the necessary improvements at traffic signals maintained by the City along Stevens Creek Boulevard which include upgrading traffic signal controllers, installing new Bus Signal Priority equipment, and developing new traffic signal timing to support implementation of Bus Signal Priority.
DISCUSSION
The agreement with local jurisdictions and the federal government expired in September 29, 2017. However, VTA received an extension on their federal grant to allow VTA and local jurisdictions to finish work on implementing Transit Signal Priority timing and to submit invoices for reimbursement. This Amendment No. 2 to the Cooperative Funding Agreement will revise the estimated completion date for work and extend the Term of Agreement to June 30, 2018. All other terms of the agreement remain unchanged.

ENVIRONMENTAL REVIEW
The traffic signal improvements are categorically exempt under the California Environmental Quality Act (CEQA) pursuant to CEQA Section 15301 as the minor alteration of traffic signal timing involves no expansion of use beyond what exists currently.
FISCAL IMPACT
There are no additional fiscal impacts to the General Fund.

This report has been coordinated with the Finance Department and the City Attorney’s Office.

Approve and authorize the City Manager to execute Amendment No. 2 to the Cooperative Funding Agreement with the Santa Clara Valley Transportation Authority for the Limited 323 Bus Signal Priority Upgrades to extend the Term of Agreement to June 30, 2018.
