BACKGROUND
The Stonewall Riots in New York City on June 28, 1969 was a historic turning point that sparked the Lesbian, Gay, Bisexual and Transgender (LGBT) civil rights movement; LGBTQ pride celebrations have taken place every June in recognition of the Stonewall Riots.

On November 13, 2012, the City of Santa Clara adopted Ordinance No. 1899 to protect and safeguard the right and opportunity of all persons to be free from all forms of arbitrary discrimination, including discrimination based on age, race, color, creed, religion, national origin, ancestry, disability, marital status, sex, gender, gender identity, and sexual orientation.

DISCUSSION
In honor of Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ) Pride month, the City Council will present the LGBTQ Pride Month proclamation to Billy DeFrank Board President Gabrielle Antolovich to accept on behalf of the Billy De Frank Center. Supervisor Ken Yeager will also be in attendance and speak on behalf of the County of Santa Clara's work toward advancing LGBTQ rights.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
