BACKGROUND

In 2016, City staff applied for grant funding from the Transportation Fund for Clean Air (TFCA) 40% Program Manager Fund for the Bowers Avenue Traffic Signal Interconnect and Coordination Project (Project). Sixty percent of the annually available funds are administered by the BAAQMD and the remaining forty percent are returned to Bay Area counties, which in Santa Clara County are administered by Valley Transport Authority (VTA) and are awarded on a competitive basis. TFCA 40% Program Manager Fund provides grants to local governments for projects that will reduce air pollution and improve bicycle and pedestrian facilities.

 

In July 2016, the City of Santa Clara was notified by VTA that they would receive grant funding in the amount of $590,000 for the Project, and that the City match is $260,000. The Project will upgrade existing traffic signal cabinets and controllers for multiple traffic signals along Bowers Avenue between Highway 101 and El Camino Real.  The Project entails the installation of a fiber-optic cable communication network between signals for this segment of Bowers Avenue.  This will enable coordination and communication between the City’s traffic management center and individual traffic signals. The Project will also implement multiple time-of-day coordination plans to improve traffic flow.

 

DISCUSSION

The City is in need of consulting services to assist with the design of the Project. A Request for Proposal (RFP) was issued in December 2017 to solicit proposals from an on-call list of traffic consultants. Two proposals were received. Both firms were evaluated by staff based on a number of factors such as qualifications, relevant experience of the firm and key staff, the approach to the work, and overall quality of the proposal and responsiveness to the RFP.  Based on the evaluation of the proposals, staff recommends entering into a Design Professional Services Agreement with Kimley-Horn and Associates, Inc. to provide the consulting services for the Project.

 

ENVIRONMENTAL REVIEW

This award is for the design phase and construction support services and is not a project which has the potential for causing a significant effect on the environment under the California Environmental Quality Act (“CEQA”) Guidelines section 15061(b)(3), however it is expected that the CEQA determination for this project will be a categorical exemption pursuant to CEQA Guidelines section 15301 (Existing Facilities), as the activity consists of the minor alteration of existing public facilities involving no expansion. The consultant will review all CEQA documentation as part of their design review.

 

FISCAL IMPACT

The proposed agreement is for a total not-to-exceed amount of $106,500 to be funded by the grant and the local match. This amount includes $96,590 for Basic Services, $210 for reimbursable expenses, plus a not-to-exceed amount of $9,700 for any potential additional services. Funds are available in the Bowers Avenue Traffic Signal Interconnect and Coordination Project (CIP 533-1391).

 

COORDINATION

This report has been coordinated with the Finance Department and the City Attorney’s Office.

RECOMMENDATION

Recommendation

1.                     Approve and authorize the City Manager to execute the Agreement for Design Professional Services with Kimley-Horn and Associates, Inc. for the Bowers Avenue Traffic Signal Interconnect and Coordination Project in the amount not-to-exceed $106,500; and

2.                     Authorize the City Manager to make minor, non-substantive modifications to the Agreement, if needed.
