Consider an Agreement for Sanitary Sewer Hydraulic Modeling As-Needed Support Services

BACKGROUND
The City’s sanitary sewer collection system consists of approximately 270 miles of sewer pipelines, ranging in size from 4 to 48 inches in diameter, and seven sewage pump stations. The system collects wastewater generated within the City as well as flows from the major portion of the Cupertino Sanitary District via a connection at Homestead Road and Swallow Drive. Flow is conveyed eastward to the City of San Jose’s interceptor sewer on Zanker Road. It is also conveyed northward to the Northside and Rabello Pump Stations, where it is pumped to the San Jose/Santa Clara Regional Wastewater Facility for treatment and disposal.
The hydraulic model was originally created as part of the City’s 2007 Sanitary Sewer Capacity Assessment (SSCA) for developing wastewater flow projections and future capacity needs for the City's sanitary sewer. The model was updated and recalibrated as part of the 2016 Sanitary Sewer Master Plan Update (Master Plan Update). The updated model helps to guide capacity improvement planning for the City’s sanitary sewer system. Accurate capacity improvement planning ensures that the City continues to provide a high level of service to its customers.
Since 2008, the model has been utilized to assess capacity impact of over one hundred proposed development projects. Developments with intensified land use may need to be reviewed for capacity impacts on the sanitary sewer system. The model requires regular maintenance updates to ensure it contains the latest and accurate information of the sanitary sewer system. Approval of this agreement would allow the City to keep the sanitary sewer system model up to date and provide un-interrupted sanitary sewer capacity review services for development projects.
DISCUSSION
The City currently has a sanitary sewer hydraulic modeling support agreement with Woodard and Curran, Inc. (formerly RMC Water and Environment), and which expires on June 30, 2018. To avoid any lapse in service to development projects that require sewer capacity review, the City posted a Request for Proposal (RFP) for Sanitary Sewer Hydraulic Modeling As-Needed Support. The RFP was advertised online, emailed and mailed to potential consultants. One proposal, submitted by Woodard and Curran, Inc., was received by the RFP closing date on March 28, 2018.
Woodard and Curran, Inc. has many years of experience providing sanitary sewer system modeling support to bay area agencies, and has been providing their services to the City since the creation of the City’s model in 2007. The services provided by in the past have been excellent and Staff recommends selecting Woodard and Curran, Inc. for this Agreement.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
The total cost of the contract is not to exceed $300,000. There will be sufficient funds available in CIP 1919 (Sanitary Sewer Hydraulic Modeling As Needed Support) as included in the FY 2018/19 Capital Budget subject to Council adoption. Ninety percent of the cost associated with sewer capacity impact review for development projects will be recovered through sewer modeling fees.

RECOMMENDATION
Recommendation
1. Approve and authorize the City Manager to execute the Agreement for Design Professional Services with Woodard and Curran, Inc. for Sanitary Sewer Hydraulic Modeling As-Needed Support in the amount of $300,000 over the three-year initial term of the Agreement at the start of FY 2018-2019;
2. Authorize the City Manager to exercise the option to extend the Agreement for up to two additional terms of one year each; and
3. Authorize the City Manager to make minor modifications to the Agreement, if necessary.
