BACKGROUND
On February 7, 2017, the City Council directed staff to enter into an agreement with Project for Public Spaces, Inc. (PPS), to develop a city-wide vision for public open spaces, as well as specific visioning for the Santa Clara Sustainable Project (formerly known as BAREC). The scope of services to be provided by PPS was further defined in the agreement and included presentations and conduct of public workshops. The initial agreement had a termination date of December 31, 2017. While PPS has completed a significant portion of the work under the original scope, the scope includes additional workshops and approximately $55,000 of the agreement's original funding remains available to fund completion of the stated scope of services.

DISCUSSION
The City's most recent activity with PPS was in June of 2017. City staff was in the process of planning additional PPS led workshops but determined the City could make better use of PPS services if the next workshops were delayed to coordinate timing with other planning processes underway. Amending the agreement to extend the termination date to April 30, 2019 will allow the City to continue to utilize PPS for the conduct of community planning workshops in support of the City's Placemaking efforts. No changes to the scope or funding of the agreement are proposed under this amendment.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.
