BACKGROUND

In December 2017, the California Energy Commission (CEC) released a Grant Funding Opportunity (GFO-17-604) for Electric Vehicle (EV) Ready Communities Challenge Phase I - Blueprint Plan Development. The City of Santa Clara, dba Silicon Valley Power (SVP) recognized the need for consulting services to be successful in the grant and partnered with Siemens Industry, Inc. (Siemens) as SVP’s subcontractor in its grant proposal.

On May 9, 2018, at the CEC Business Meeting, SVP was officially awarded a grant for $199,280 with an in-kind match requirement of $100,286 ($75,492 for the subcontract with Siemens Industry, Inc. and $24,794 for staff time) to develop an EV Ready Community Blueprint.  This work is expected to develop a blueprint to help the City achieve electric vehicle readiness, and understand current gaps and implementation barriers.  It is expected that this will accelerate the deployment of transportation electrification within Santa Clara.

 

DISCUSSION

Staff recommends executing the CEC EV-Ready Communities Blueprint Grant Agreement (Grant) and approving the related budget amendment to appropriate the grant funding.  Staff further recommends authority from the Council to the City Manager to negotiate and execute an agreement with Siemens Industry, Inc. in an amount not to exceed $235,413 to provide consulting services. Siemens will utilize its EV-implementation Framework and gather input from the City, SVP and local stakeholders. The CEC grant requires that SVP and Siemens complete the EV-Ready Communities Blueprint project by June 28, 2019.  A copy of the Grant Agreement with the California Energy Commission is attached to this report.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organization or administrative activity that will not result in direct or indirect changes in the environment.

 

FISCAL IMPACT

The Grant requires an in-kind match requirement of $75,492 for the agreement with Siemens Industry, Inc. and $24,794 for staff time under existing FY18/19 budget appropriations in CIP 2398 Clean Energy and Carbon Reduction.  The City will receive reimbursement of $199,280 from the California Energy Commission and proposes to accept and appropriate the Grant funding in CIP 2398.

RECOMMENDATION

Recommendation

1.                     Approve the California Energy Commission EV-Ready Communities Blueprint Grant Agreement accepting the grant award of $199,280;

2.                     Approve and authorize the City Manager to negotiate and execute an Agreement for Services with Siemens Industry, Inc., subject to final review by the City Attorney, in an amount not to exceed $235,413; and

3.                     Approve the appropriation of funds in CIP 2398 - Clean Energy and Carbon Reduction in the amount of $199,280 from the California Energy Commission on a reimbursement basis.
