BACKGROUND
The American Payroll Association was established in 1982. The Association represents a huge number of businesses and the hardworking Americans across the nation. Each year, businesses and taxpayers contribute millions of dollars to the state and federal treasuries through payroll taxes. These taxes go toward important civic projects, including roads, schools and parks, support social security and Medicare systems, and play an important role in the enforcement of child support laws by calculating and deducting child support payments from workers' pay.

DISCUSSION
The City Council would like to recognize the week of September 3-7, 2018 as National Payroll Week. The American Payroll Association annually hosts National Payroll Week, a national awareness campaign that is held during the week of Labor Day, to recognize the important contributions of taxpayers and payroll professionals. National Payroll Week recognizes the contributions of workers in the United States and enhances the public's understanding of their role in helping support the system and the contributions of payroll professionals.

In honor of National Payroll Week, the City Council will present the National Payroll Week proclamation to the Silicon Valley Chapter of the American Payroll Association.

ENVIRONMENTAL REVIEW
The action being considered does not constitute a "project" within the meaning of the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

FISCAL IMPACT
There is no fiscal impact other than staff time.
