BACKGROUND

The City of Santa Clara is a participant in the federal CDBG and HOME programs through the United States Department of Housing and Urban Development (HUD). HUD annually provides funding to the City of Santa Clara to be used for social programs, affordable housing developments, and community development projects that benefit low-income persons and households.  As a recipient of HUD funding, the City is required to prepare a five-year (2015-2020) strategic plan called a Consolidated Plan (ConPlan).  The ConPlan is accomplished through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that the City will use each year to address its priority needs and specific goals as identified by the ConPlan.  At the end of each fiscal year, the City of Santa Clara reports on its accomplishments and progress toward its ConPlan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).]

 

 

DISCUSSION

The attached 2017 CAPER highlights the City's low-income housing and community development activities performed during the 2017 Program Year (PY), along with the amount of funds allocated to those activities, and the number of low-income households assisted.

 

The City’s major accomplishments for PY 2017 include:

 

                     Tenant Based Rental Assistance (TBRA): This program provided rental and deposit assistance to homeless or at risk of being homeless households in Santa Clara with incomes at or below 60% Area Median Income (AMI).  Forty-four (44) households, comprising of fifty-nine (59) adults and eighty-six (86) children, were assisted and benefited from rental and deposit assistance.  Case management assistance was also provided and funded through the City’s special revenue funds.

 

                     Public Services: Eleven (11) nonprofit agencies were awarded grants with CDBG funds and provided a variety of services such as meals, legal services, senior care, and housing assistance to low-income residents.  Approximately 9,300 people benefited from such services.

 

                     Capital Improvements: The City funded capital improvements to public facilities, which included accessibility improvements to City Hall, and curb cuts throughout the City. An estimated 20,000 disabled residents will benefit from the improvements.

 

                     Fair Housing: Project Sentinel, a public service grant recipient, provided fair housing services to forty-four (44) people, opening twenty-four (24) new cases, and providing community outreach.

 

A public notice was published on August 23, 2018, setting a public review period from August 23, 2018 through September 7, 2018, which provides the public an opportunity to review and comment on the CAPER prior to HUD submission. 

                     

No comments were received during the public review period.

 

FISCAL IMPACT

There is no cost to the City other that administrative staff time and expense.

 

COORDINATION

This report has been coordinated with the Finance Department and City Attorney’s Office.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

 

PUBLIC CONTACT

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting. A hard copy of any agenda report may be requested by contacting the City Clerk’s Office at (408) 615-2220, email clerk@santaclaraca.gov <mailto:clerk@santaclaraca.gov> or at the public information desk at any City of Santa Clara public library.

 

The draft CAPER must be made available for public review and comment for a 15 day period.  Noticing of the 15-day public comment period was published on August 23, 2018 in The Santa Clara Weekly. The draft CAPER was also made available on the City’s website on August 23, 2018, and made available at public locations including the City Clerk’s Office, the Housing and Community Services Division, and City libraries.  Notification of the availability of the draft CAPER was sent to the public contact list created during the development of the Consolidated Plan, and to local nonprofit agencies.  As of the date of this report, no comments have been received since the draft CAPER became available for public review.

 

 

ALTERNATIVES

1. Approve the FY 2017-18 Consolidated Annual Performance and Evaluation Report (CAPER) for the use of HUD Funds (Attachment 1).

2. Authorize the City Manager, or her designee, to execute the documents for submission to the U.S. Department of Housing and Urban Development (HUD) by September 30, 2018 unless otherwise directed by HUD.

3. Do not approve the FY 2017-18 Consolidated Annual Performance and Evaluation Report (CAPER) for the use of HUD Funds (Attachment 1).
