Report on Actions Taken During City Council Recess from July 20, 2018 to August 20, 2018

BACKGROUND

On July 17, 2018, the City Council authorized the City Manager/Executive Officer of Santa Clara Stadium Authority/Contract Administrator for Sports and Open Space Authority/Executive Director for Housing Authority to approve items vital to the function of the City during the Council recess period of July 20 - August 20, 2018. This was an effort to maintain project schedules and avoid delays or negative financial impacts associated with those delays.

 

There was one item approved by the City Manager/Contract Administrator/Executive Director/Executive Officer during the 2018 Council recess period.

 

DISCUSSION

The item approved by the City Manager/Executive Officer/Contract Administrator/Executive Director or her designee between July 20, 2018, and August 20, 2018 is as follows:

 

1.                     Approved Agreement for the Performance of Services with Intelligent Technologies and Services, Inc. to Provide Fire System Maintenance in an amount not to exceed $166,067.69 on August 1, 2018.

 

Additional items were included on the list of possible approvals necessary presented to City Council at their meeting on July 17, 2018, prior to the recess. The remaining items were not presented to the City Manager/Executive Officer/Contract Administrator/Executive Director for approval during the Council recess and will return to City Council on a future agenda. Those items are as follows:

 

1.                     Approved Policy Manuals to Provide Operation Guidance for City Housing Programs, including Neighborhood Conservation and Improvement Program (NCIP), Tenant Based Rental Assistance (TBRA) and Below Market Purchase (BMP)

2.                     Approved Construction Contract for Traffic Signal at Pruneridge Ave. and Cronin Dr.

3.                     Approved Agreement for the Performance of Services with The Energy Corporation to Provide High Energy Piping Services

4.                     Approved Special Facilities Agreement with Santa Clara Gateway, LLC, and Arista Networks, Inc.

5.                     Approved Pacific Gas and Electric Company Settlement Agreement 2019 Gas Rate Case

6.                     Approved Amendment No. 2 to the Agreement Between the City of Santa Clara, CA and GEI Consultants, INC. for Management Support of the Bucks Creek Project

 

 

FISCAL IMPACT

The approval of the aforementioned agreements was within the Council approved budget amount.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment.

Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers.
