REPORT TO COUNCIL
SUBJECT
Title
Action on Resolution Authorizing an Application to GameTime 2018 Playground Grant for Homeridge Park Playground Rehabilitation Project including up to $90,000 in City Matching Funds
Report
BACKGROUND
In September 2013, the City Council adopted a goal to “enhance community sports and recreational assets.” Since then, the City of Santa Clara has prioritized rehabilitation of parks and recreation facilities that are inclusionary, environmentally sustainable, age-friendly, and provide increased measurable play value.
In 2017, the City completed a Facility Condition Assessment (Kitchell 2017) that indicated Homeridge Park Playground (Playground), built in 1962, is in “Critical” condition, and is recommended for near term/immediate replacement. The City contracted with landscape architect, Gates & Associates, to conduct community outreach, update the park site plan, and develop an age-appropriate playground design that includes all seven elements of play. On March 20, 2018, the Parks & Recreation Commission recommended Council approval of the Playground schematic design. On June 12, 2018, Council approved the schematic design.
In August 2018, GameTime announced a Playground Grant that will provide a 100% dollar value match for purchase of play systems.
DISCUSSION
The Homeridge Park Playground Rehabilitation Project will provide new playground equipment for ages 2-5 and 6-12 that include all elements of play (swinging, climbing, brachiating, sliding, balancing, spinning, and free play) at the beginner, intermediate, and advanced levels of play. Adoption of the Resolution (Attachment 1) will authorize the City Manager to submit an application (Attachment 2) for the GameTime Matching Grant that will, if awarded, provide the City with a 100% match in the approximate amount of $90,000 to purchase playground equipment. The Resolution also authorizes the City Manager to administer the Grant if awarded. If funded, staff will return to Council with the necessary budget appropriation action.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(4) in that it is a fiscal activity that does not involve any commitment to any specific project which may result in a potential significant impact on the environment. If the project is funded, CEQA analysis will be completed prior to construction award.
FISCAL IMPACT
There is no fiscal impact for adoption of the Resolution. The GameTime Matching Grant, if awarded, will provide a 100% match in the approximate amount of $90,000 to purchase playground equipment from GameTime included in the approved schematic design for Homeridge Park Playground. The City has allocated funds in the amount of $90,000 for playground equipment in the Fiscal Year 2018/19 Capital Improvement Program Playground Construction Project (CIP 532-3178).
PUBLIC CONTACT
Public contact was made by posting the Council agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
