BACKGROUND

Since 1895, the City of Santa Clara has been providing clean and abundant water supplies for its residents and businesses. This water comes from four sources: the Santa Clara Valley Water District, San Francisco Public Utility Commission, ground water from wells, and recycled water.

 

Approximately sixty percent of the water is obtained from City-owned wells. However, two (2) wells, Nos. 6 and 14, have been abandoned in the past two years, and several wells are reaching the end of their useful life. In addition, there is only one well in water pressure Zone 2A located in the City’s southwest corner. An additional well at the Serra Tanks site will improve the reliability of this pressure zone. Therefore staff is recommending to contract for the design of two (2) new wells and a feasibility study of five (5) existing well sites outlined in the following tables:

DISCUSSION

On May 21, 2018, the City issued a Request for Proposal (RFP) to select a qualified design consultant to prepare plans, specifications, and provide construction support to facilitate the design of two (2) new wells and a feasibility study of five (5) existing well sites. 

 

 

Three (3) proposals were received. The proposals were reviewed and ranked by an evaluation team consisting of Water and Sewer Utilities engineering, operations, and construction staff. Subsequently, interviews were also arranged with the three proposers to further discuss and understand their proposals. The proposals were evaluated based on the firm’s qualifications and relevant experience, project approach, schedule, and overall quality including responsiveness and completeness of the proposal along with the presentation in the interview. Based on staff’s evaluation of the proposals and interviews, Luhdorff & Scalmanini Consulting Engineers, Inc. is recommended to provide the design consulting services for the project. Approval of this Agreement will provide design professional services to develop the construction documents for the work to improve reliability of the water supply system.

 

ENVIRONMENTAL REVIEW

This award is for the design phase and construction support services and is not a project which has the potential for causing a significant effect on the environment under the California Environmental Quality Act ("CEQA") Guidelines section 15061(b)(3). The consultant will review all CEQA documentation as part of their design review.

 

FISCAL IMPACT

The proposed agreement is for an amount not to exceed $1,167,920. This includes $1,061,745 for basic services plus a not to exceed amount of $106,175 for any additional services that may be required. This project is currently budgeted in the FY 2018-19 Capital Budget.

 

COORDINATION

This report has been coordinated with the Finance Department and City Attorney’s Office.

RECOMMENDATION

Recommendation

1. Approve and authorize the City Manager to execute the Agreement for Design Professional Services with Luhdorff & Scalmanini Consulting Engineers, Inc. for the Feasibility Study and Design of New Wells project for an amount not to exceed $1,167,920; and,

2. Authorize the City Manager to make minor, non-substantive modifications, if necessary.
