Recognition of Air Products Foundation for $5,000 donation to support the City’s Community Emergency Response Team (CERT) Program

BACKGROUND

In accordance with Council Policy 051, Donations to the City, the City Manager’s Office reviewed and approved the receipt of a donation from Air Products Foundation in the amount of $5,000 designated for the Fire Department in support of the City’s Community Emergency Response Team (CERT) Program. The donation is consistent with the City’s goals and objectives and in the best interest of the City.

 

The Air Products Foundation is the charitable arm of Air Products and Chemicals, Inc., a leading industrial gases company whose core industrial gases business provides atmospheric gases and related equipment to manufacturing markets, including refining and petrochemical, metals and electronics.

 

Per the Council Policy, for a donation of $1,000 or more, the donor shall be invited to a Council Meeting to be recognized under Special Order of Business and receive a letter of acceptance and appreciation signed by the Mayor and City Manager.

 

DISCUSSION

The $5,000 donation will be used to help fund the CERT Program which offers emergency preparedness and response training for citizens and City employees. Specifically, the grant will be used to purchase 150 kits of personal protective equipment for community members who complete CERT training. These kits include a helmet, gloves, goggles, a vest and a backpack.

 

Neither the kits nor the items in the kits will be purchased from Air Products. The grant is awarded by the national Air Products Foundation office, through a third party grant facilitator, and is not associated with the local Air Products facility. The award, acceptance and use of the grant funds within the City is kept entirely segregated from the permitting and inspection services of the Fire Department.

 

ENVIRONMENTAL REVIEW

The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.

 

 

FISCAL IMPACT

Acceptance of this donation will allow the Fire Department to purchase materials and supplies for CERT classes. As part of approval of Council Policy 51 “Donations to the City,” on October 2, 2018, the City Council set up an appropriation authorizing the City Manager to accept monetary donations and make them available to departments without further Council action.

 

COORDINATION

This report has been coordinated with the Finance Department.
