Action on Approval of Amendment No. 1 to the Agreement with National Plant Services, Inc. for the Sanitary Sewer Main Assessment Phase I Project

BACKGROUND
In September 2017, staff issued a Request for Proposals (RFP) for the assessment of underground sanitary sewer infrastructure and received three proposals. On December 19, 2017, Council approved a Professional Services agreement (Agreement) with National Plant Services, Inc. (NPS) (Agenda Item # 13.B.1). The scope of work under the agreement required NPS to perform and complete the cleaning, assessing, and rating of approximately 36,100 feet of sanitary sewer mains using the Pipeline Assessment Certification Program (PACP) administered by the National Association of Sewer Service Companies (NASSCO). The maximum not-to-exceed compensation of the Agreement was $500,000, and the term of the Agreement ends on December 31, 2018.
NPS successfully completed efficiently all required cleaning, assessing, and rating services, with minor unanticipated disposal costs. As a result, there are unexpended funds in the amount of $113,610 for additional services and disposal costs that remains for the Agreement.
DISCUSSION
Amendment No. 1 extends the original Agreement term by twelve months to end on December 31, 2019 and identifies additional sewer pipe segments, to be addressed by the remaining budget for additional services and disposal costs. The assessment of the additional pipe segments can be accomplished within the original not-to-exceed amount of $500,000 originally approved by Council on December 19, 2017.
ENVIRONMENTAL REVIEW
The action being considered is exempt from the California Environmental Act (“CEQA”) pursuant to CEQA Guidelines section 15301(b) (“Existing Facilities”) as it consists of the inspection and cleaning of existing facilities of publicly-owned utilities used to provide sewerage services.
FISCAL IMPACT
As mentioned previously, there is $113,610 remaining on the original agreement and this is sufficient to fund the increased scope of work. There is no additional fiscal impact related to the approval of amendment. The cost of the project was budgeted in the Water and Sewer Utilities Capital Improvement Program Budget.
COORDINATION
This amendment was coordinated with the Finance Department and the City Attorney’s Office.
