Recognition of John C. Roukema, Chief Electric Utility Officer

BACKGROUND

John C. Roukema, Chief Electric Utility Officer of the Department of the Electric Utility, has led Silicon Valley Power (SVP), since June 2007.  Since joining the City in 1980 as a Senior Electric Utility Engineer, Mr. Roukema has advanced to an Electric Division Manager, Assistant Director of Electric Utility and then promoted to Director of Electric Utility.  Throughout his career at SVP, Mr. Roukema has been directly responsible for each of the organizational areas in the utility including customer service, planning, resource acquisition, engineering, operations and construction and has helped shape SVP to be known for its high reliability, high customer satisfaction, and its competitive rates. 

 

DISCUSSION

During his years of service, Mr. Roukema has led SVP to earn numerous awards, including but not limited to the 2018 Award of Continued Excellence from the American Public Power Association (APPA), 2017 Resource Efficiency and Community Service Award from the California Municipal Utilities Association and the 2014 United States Department of Energy Public Power Wind Award.  He also implemented a citywide Wi-Fi system as an approach to implement an advanced metering project and through detailed planning and leadership kept the lights on for Super Bowl 50 at Levi’s Stadium.  In addition, Mr. Roukema positively impacted the industry by holding key roles in the Transmission Agency of Northern California, APPA, California Independent System Operator, and Northern California Power Agency.  He earned the nickname “Rocky” from his NCPA peers for his dedicated and compassionate service - a true heavyweight champion for the customers he serves.

 

Mr. Roukema will retire in December, 2018.  In recognition for his many contributions and 38 years of dedicated service to Silicon Valley Power and the City, the City Council will present him with a City Proclamation.

 

FISCAL IMPACT

There is no cost to the City other than staff time.
