BACKGROUND
The City of Santa Clara received a Caltrans Sustainable Communities Transportation Planning Grant in December 2017 to develop the City’s first Pedestrian Master Plan (PMP). In August 2018, the City selected a consultant, Alta Planning & Design, to assist with the development of the PMP. Alta Planning + Design will help the City conduct public outreach including workshops and online surveys, survey existing conditions, collect data, prepare a pedestrian needs analysis, develop recommended improvements, and complete the draft PMP for Council consideration. It is anticipated that the PMP will take approximately 18 months to complete with the final PMP to be presented to City Council in winter 2020. DISCUSSION
This meeting will introduce the project to the Youth Commission and obtain feedback from the Commission on their walking experiences within Santa Clara. The Commission’s role in the project is to provide relevant input in support of the Bicycle and Pedestrian Advisory Committee (BPAC) development of the PMP. This initial discussion will also outline the process, outreach plan, and timeline for developing the PMP. A base map that will be used for the plan, showing major destinations in Santa Clara, is shown in Attachment 1. This map will be used by the Commission to mark particular locations, corridors, or areas upon which the PMP should focus.
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(b)(5) in that it is a governmental organizational or administrative activity that will not result in direct or indirect changes in the environment.

Public contact was made by posting the Youth Commission’s agenda on the City’s official-notice bulletin board outside City Hall Council Chambers. A complete agenda packet is available on the City’s website and in the City Clerk’s Office at least 72 hours prior to a Regular Meeting and 24 hours prior to a Special Meeting.
