Healthier Kids Foundation FY2017-18 Fourth Quarter Report

BACKGROUND
On June 21, 2016, Council approved three years of financial support for Healthier Kids Foundation (HKF) in the amount of $70,000 per year to provide services to underserved Santa Clara residents focused on vision and dental screenings, and health education programs for Santa Clara residents. On July 18, 2016, Council approved a three year Memorandum of Understanding (MOU) between City and HKF, in a total not to exceed amount of $210,000, that requires quarterly progress reports to the City. The fourth quarter report for FY2017-18 is attached. Inadvertently, staff did not bring forth for Council consideration the 4th quarter report in fall 2018, although it was received on time.
DISCUSSION
According to the final FY2017-18 HFK report, the following measurable objectives were achieved at the following levels: Vision First screened1,019 kids ages 2-18, or 102%, of the goal of 1,000 children; Hearing First screened 336 kids, or 67%, of the goal of 500 children; Dental First screened 302 kids, or 60%, of the goal of 500 children; and, attendance at the 10 Steps for Parents Program reached 140 parents, or 70%, of the goal of 200 parents. Some of the challenges HKF reported at end of year in meeting their goal was limitation on access to school sites to conduct the screenings as originally anticipated. For the current (third and final year of the MOU and funding), HKF has changed its focus and strategy to securing other sites than school sites such as community based program sites and other locations.
In addition to the agreed upon goals, in Fiscal Year 2017-18, HKF assisted 45 children in obtaining reading glasses, 20 youth in getting appropriate dental care, and 27 children in obtaining appropriate hearing services. There are an additional 103 open cases that HFK case managers are continuing to pursue to ensure treatments occur. The City of Santa Clara Challenge Team continues to bring stakeholders together to discuss the health and wellness of Santa Clara’s Youth. The Challenge Team meets on the second Wednesday of every month from 12:30- 1:30 PM at the City’s Community Recreation Center (969 Kiely Blvd., Santa Clara).
ENVIRONMENTAL REVIEW
The action being considered does not constitute a “project” within the meaning of the California Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines section 15378(a) as it has no potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.
FISCAL IMPACT
The City financial commitment is in the not to exceed amount of $210,000 or $70,000 per year for three years based on budget allocation. There is no additional fiscal impact other than staff time used to transmit the attached report and support terms of the MOU including location for monthly meeting, annual health fair booth (held at Art & Wine Festival), periodic meetings with HKF, and co-marketing and promotion of the program services.
