Appointment of Members to the Bicycle and Pedestrian Advisory Committee

BACKGROUND
The Bicycle Advisory Committee (BAC) was established in May 1991 by City Council action to act as an advisory body to City Council in the development of safe bicycle lanes on City of Santa Clara streets. In March 2014, by City Council action, the BAC's name and role was changed to become a Bicycle and Pedestrian Advisory Committee (BPAC). It is a committee made up of nine members and is presently chaired by Councilmember Teresa O'Neill with Councilmember Kathy Watanabe as the alternate. The BPAC represents a cross section of Santa Clara's bicycling and pedestrian community, contributing their knowledge to the City regarding bicycle and pedestrian related issues and projects.
DISCUSSION
Members serve for 3-year terms with the option to apply to serve additional terms. The terms for members Thomas Granvold, James Parissenti, and Don Sterk expire on December 31, 2018 and all three of these current members indicated that they were interested in serving another term. The upcoming openings on the BPAC were advertised on the City's website, the City's channel 15, and Silicon Valley Bicycle Coalition's website to allow potential candidates to apply for membership. Four (4) new membership applications were received. The new applicants are Anthony Carnesecca, Bruce Donaghue, Raymond Mah, and Todd Ferguson. At a special December 21, 2018 BPAC meeting, Committee members voted to recommend to the City Council that Thomas Granvold, Bruce Donaghue, and Don Sterk be appointed to serve 3-year terms expiring on December 31, 2021. This process is based on the past practice of the BPAC accepting applications and advising Council on the appointment of new members.
